Phillips 66 Borger, TX, Refinery Starts 30-Day Maintenance

HOUSTON, TX (DTN) –Phillips 66  has filed an initial air emission event report with Texas regulators disclosing planned excess emissions at its 167,000 bpd Borger refinery tied to scheduled maintenance on the facility’s Fluid Catalytic Cracking Unit (FCCU) Electrostatic Precipitators (ESP).

The maintenance period began on Monday April 27, and is expected to last approximately 30 days, concluding around May 27, 2026, according to a filing with the Texas Commission on Environmental Quality. Three air contaminants are expected to exceed permitted limits during the maintenance window.

 Carbon monoxide emissions are estimated at 2,500 pounds against a 5,000-pound authorization limit. Particulate matter is estimated at 999 pounds, just under the 1,000-pound limit. Opacity is projected to reach 80%, far exceeding the authorized 20% limit.

Phillips 66 stated that maintenance crews will work to minimize ESP downtime, and plant operations will continuously monitor opacity using a Continuous Opacity Monitoring System (COMS).

The incident was initially reported to TCEQ’s STEERS system on April 17, and has been verified, according to the filing.
